Dalian is the birthplace of China's rubber and plastic machinery and equipment manufacturing industry, the gathering place of rubber and plastic machinery and equipment manufacturing industry in Northeast China, and one of the domestic rubber and plastic machinery manufacturing bases. Since the mid-1950s, Dalian General Machinery Factory, the predecessor of Dalian Rubber and Plastic Machinery Co., Ltd., was ordered to develop and produce rubber and plastic machinery. After more than 50 years of development, Dalian has more than 100 enterprises including scientific research, production and operation, forming a relatively complete product system, and the complete set of capabilities is also constantly improving, which can provide high-level equipment for the rubber industry and plastics industry. Machinery Industry Plastic Machinery Information Network, National Plastic Machinery Standardization Technical Committee and Machinery Industry Plastic Machinery Product Quality Supervision and Testing Center are all located in Dalian. Most of the global standards and industry standards for rubber and plastic machinery are based in Dalian. Dalian's rubber and plastic machinery products are spread across 34 provinces, municipalities and autonomous regions (including special administrative regions) across the country, and are sold to nearly 100 regions on 5 continents, dalian has developed into one of the centers of research, development, production and marketing of rubber and plastic machinery in China. It has unique advantages and development potential in the northeast and even in the whole country.

At present, the rubber and plastic machinery enterprises in our city lack sufficient communication and exchange, and many regional advantages have not been brought into play. Even for the sake of temporary interests, enterprises compete with each other viciously, and the result is often a loss for both sides. In 2006, seven peers in Dalian participated in the Dalian Import and Export Commodities Fair in the name of "Dalian Rubber and Plastic Machinery and Equipment", together with joint supporting enterprises, taking a step from "old and dead" to "coming together.

President Liu Menghua said that among the three major rubber and plastic machinery production bases in Guangdong, Jiangsu, Zhejiang, and Northeast China, Dalian has a long industrial history and a solid technical foundation, but it has not formed a regional joint force. After the establishment of the association, will be committed to building a professional industrial chain and local supporting capacity. At the same time, big rubber also plans to transfer some products with mature technology, market and not in its own production plan to other member enterprises.
